Houghton County Parole Versus Probation

Parole and probation both allow a person to live in the community under rules, but they begin in different ways. Parole normally follows physical release from a Michigan prison. The Michigan Parole Board authorizes that move, and the Michigan Department of Corrections Field Operations Administration supervises the parolee. Probation is a court sentence. It can follow release from the Houghton County Corrections Facility, or a judge can order it without a state-prison term. The sentencing court keeps jurisdiction over probation, even when an MDOC field agent handles day-to-day supervision.

The distinction matters when reading a release record. An OTIS status of PAROLE supports that the person left prison and remains under MDOC supervision. A PROB status points to circuit-court probation supervised through MDOC. Neither means the full sentence has ended. An OTIS status of DISCHRG means MDOC jurisdiction has ended for that sentence. It is not simply another word for leaving a jail or prison.

Verify Houghton County Post-Release Supervision

Michigan uses the Offender Tracking Information System, known as OTIS, for the public parole and probation lookup. There is no separate public person-search database for the local supervision office. OTIS covers people currently under MDOC parole or probation and people shown during its limited post-discharge display period. It does not cover every person released from the county jail. A jail-only sentence or district-court probation matter may need confirmation from the Sheriff or court instead.

Use a full identity match. A similar name is not enough. The six-digit MDOC number is the strongest search key when known, while the profile’s date of birth, aliases, sentencing county, court file number, and offense can help separate people with similar names. Then read both Current Status and Assigned Location. The office name is a routing clue, not proof of the person’s present address.

1. Search OTIS by the six-digit MDOC number, or use the last name and careful optional filters.
2. Open the matching profile and compare the identifying fields and court information.
3. Read the exact status: PAROLE, PROB, an absconder code, or DISCHRG.
4. Record the assigned supervision office and any date field without treating it as self-explanatory.
5. Call the assigned office when the public status is unclear, appears stale, or needs agency confirmation.
6. Check the sentencing court when probation terms, discharge, or a court-controlled value is at issue.

The Houghton County jail release record answers when a person left local physical custody. OTIS answers whether MDOC has parole or probation jurisdiction. Houghton County Supervision Office

The named local MDOC office is Houghton/Baraga/Keweenaw Counties Parole/Probation. It serves three counties from the Houghton County Courthouse. That shared service area is important. An OTIS assigned-location entry for the Houghton office does not by itself prove that the conviction arose in Houghton County. It may reflect where supervision is managed for a person whose case came from Baraga or Keweenaw County.

Call the main office for routing rather than relying on a staff name that may change. The office can address supervision values and explain which agent or court should receive a correction request. It does not replace the Sheriff’s release timestamp or the sentencing court’s official order. For a probation matter that remains controlled by the court, the court record may be the better source for the legal end of the term.

Houghton County Absconder Status

Supervision conditions are case-specific. They can require reporting, approved travel, compliance with court or Parole Board directions, and other terms written into the governing order. A public OTIS profile does not display every instruction. It provides status and assignment clues. For the actual conditions, the person, counsel, supervising office, and court or Parole Board record are the proper sources.

OTIS separates parole absconders from probation absconders. ABSCOND1 denotes a parole absconder, while ABSCOND2 denotes a probation absconder. The listed location may be the last assigned field office, not the person’s present whereabouts. MDOC handles parole-absconder jurisdiction. The Houghton County Sheriff’s Civil Process and Warrants page does not offer a searchable active-warrant list. Do not turn the page title into a claimed database. Contact the supervising office, the responsible court, or the Sheriff when an authoritative current status is needed. MI-VINE may report a custody event supplied by a participating agency, but it is not a supervision-completion record.

Houghton County Supervision Discharge

Physical release and final discharge are separate milestones. A parolee can leave prison and remain under MDOC jurisdiction for years. A probationer may leave the county jail but still answer to a court and field agent. OTIS uses DISCHRG when MDOC jurisdiction has ended for the displayed sentence. The associated discharge date can be much later than the date paroled or the day a county jail term ended.

Confirm the end of supervision through the record that controls it. For parole, compare OTIS with MDOC or the discharge certificate when available. For probation, review the sentencing court’s discharge entry and confirm unresolved questions with the local office. Michigan’s FOIA allows a request for an identified existing, nonexempt record, but the agency does not have to create a new explanation. Set-aside and nonpublic rules can also change what remains visible online.

A result disappearing from OTIS is not enough. OTIS generally displays discharged MDOC subjects for three years, but a set-aside, correction, new jurisdiction period, or scope limit can affect visibility. Preserve a relevant official record when a durable date matters.

Correct Houghton Supervision Records

Michigan routes OTIS corrections according to the field at issue. A claimed error in conviction or sentence information should go first to the sentencing court. The courts create those source values, and MDOC says it changes them when directed by a court order. In Houghton County, district matters begin in the 97th District Court, while a felony bound over for final action proceeds in the 12th Circuit Court.

A problem with assigned supervision location or absconder status follows a different path. Contact the assigned parole or probation office. MDOC updates those values when directed by the supervising agent. Give the office the person’s full name, MDOC number, exact field, and the reason it appears wrong. A precise field-based request is more useful than asking staff to review the whole profile.

Houghton County Reentry Navigation

The Houghton County Corrections Facility lists Copper Country Mental Health counseling, clergy counseling, and self-management counseling intended to help people when released. That statement describes in-custody programming. It does not promise that a person will receive a post-release appointment, placement, or service slot. Anyone seeking continuity should ask the jail or supervising agent what referral, if any, was made.

MDOC identifies Marquette Branch Prison as the offender-success and reentry facility serving all Upper Peninsula counties, including Houghton. It is not a Houghton County detention facility. Its regional role does not change the local supervision assignment. MDOC advises parolees to ask their agent which services are available in the county, making the tri-county field office the practical point for current local options.

Reentry support is not proof of release. Counseling, a referral, or contact with a regional program does not establish the date someone left custody, the terms of supervision, or final discharge. Verify those facts in OTIS, the Sheriff’s release record, and the controlling court or MDOC record.

The local route depends on the person’s last form of custody. Someone who completed a jail-only term may need help from the Sheriff, district probation, or the sentencing court and might never have an OTIS profile. A person released from an MDOC prison on parole should have a state supervision trail. When the records do not align, identify the last custodian and controlling order before asking an office to resolve the conflict.
